The MoU, signed by Dr. Arshad Saleem Bhatti, Rector of Virtual University of Pakistan, Mr. Taj Mohammad Baloch, Campus Director from TTC Kharan (a project of Balochistan Public Private Partnership Authority), and Mr. Asim Mushtaq, Chief Executive Officer of Taaleem Foundation, outlines a collaborative framework to develop and deliver high-quality training programs, promote skill development, and create employment opportunities for the local community.

This strategic partnership will leverage the strengths of each organization:

• Virtual University of Pakistan: Renowned for its online learning platform and expertise in technology-enabled education, VU will provide access to its extensive course catalog and digital resources.
• Technical Training Center Kharan: Equipped with state-of-the-art facilities and a focus on practical skills training, TTC Kharan will offer hands-on learning experiences and industry-relevant certifications.
• Taaleem Foundation: Committed to improving education access and quality, TF will contribute its expertise in community engagement, teacher training, and program evaluation.

Dr. Faisal Khan, CEO of Balochistan Public Private Partnership Authority (BPPA), graced the event as the Chief Guest. The signing ceremony took place in Quetta and was attended by representatives from government, industry, and civil society, including Mr. Ghulam Raza, Assistant Director of Balochistan Technical Education & Vocational Training Authority (BTEVTA). The partners are confident that this collaboration will serve as a catalyst for positive change in Balochistan, empowering individuals and communities through quality education and skills development.
